Bugfixes and minor changes

• Improved export robustness for Splunk On-Call when multiple schedules share a base user resulting in overrides from one schedule needing to modify multiple Splunk policies.
• Fixed rate-limiting behaviour to correctly back-off when the Splunk On-Call API requests.
• Fixed schedules with more than one configuration template failing to delete with an error.
• Restored the permanently delete this schedule link on the Configuration tab of a schedule using configuration templates.
